President Donald J. Trump Signs Executive Order Establishing the Gold Card Immigration Program

The President Donald J. Trump signed an Executive Order creating the Gold Card Visa Program, a groundbreaking immigration pathway designed to accelerate entry into the United States for foreign nationals making significant financial contributions to the Nation.

Establishing the Gold Card Program

The Executive Order directs the Secretary of Commerce, in coordination with the Secretaries of State and Homeland Security, to launch the Gold Card program. Under this initiative, foreign individuals who donate $1 million personally, or $2 million through a company or similar entity on behalf of an individual, will be eligible for expedited immigration visas.

These contributions will serve as proof of extraordinary business capacity and national benefit, enabling streamlined adjudication in compliance with legal and security safeguards. The Secretary of Commerce is further instructed to deposit all contributions into the U.S. Treasury for the purpose of advancing American commerce and industry.

The Order also requires federal agencies to implement application processes, fee structures, and consider future expansions to other visa categories.

Reforming Immigration for National Benefit

President Trump’s action marks a decisive realignment of federal immigration policy to serve America’s economic and security interests.

• Under the previous Biden administration, lax immigration policies allowed cartels, terrorists, and malign actors to exploit U.S. borders, overwhelming communities and triggering emergency declarations in border cities.

• The Biden administration also permitted widespread abuse of the refugee process, straining resources without regard to U.S. national or economic priorities.

By contrast, the Gold Card prioritizes the entry of high-value contributors — entrepreneurs, investors, and business leaders capable of making substantial contributions to the American economy. The program will generate revenue, ensure national benefit, and provide security by welcoming only those who demonstrate extraordinary potential for impact.
