Alphabet’s Google will invest at least €13 billion ($15.1 billion) in artificial-intelligence and digital infrastructure in Finland over the next two years, its largest single investment in Europe, while signing a 22-year nuclear power agreement as technology companies seek additional electricity to support expanding AI computing capacity.
The investment will cover data centers, electricity-grid improvements, clean-energy projects and battery storage, supporting services including Gemini, Search, Maps and YouTube. Google said the spending will take place primarily in 2027 and 2028.
The announcement expands Google’s 15-year presence in Finland, where the company transformed a former paper mill in Hamina into a data-center campus. Finland has emerged as an attractive location for data centers because of its relatively abundant low-carbon electricity and cold climate, which can reduce cooling requirements.
Google Signs First Nuclear Power Deal Outside U.S.
As part of the expansion, Google signed a 22-year power-purchase agreement with Finnish energy company Fortum tied to the Loviisa nuclear power plant.
The agreement represents Google’s first nuclear-energy deal outside the United States, according to Google Chief Investment Officer Ruth Porat.
Fortum said the agreement covers up to 50% of the electricity generated by the Loviisa nuclear plant and provides greater economic certainty for investments needed to extend and upgrade the facility through 2050. The plant is located near Google’s Hamina data center.
Google and Fortum will also explore opportunities to develop additional nuclear and renewable-energy generation in Finland.
The nuclear agreement comes as Google and other major technology companies seek large volumes of reliable electricity to support increasingly power-intensive AI and cloud infrastructure.
Wind and Battery Storage Join Energy Expansion
Google’s Finnish energy strategy extends beyond nuclear power.
The company said it will add new onshore wind capacity and contract a 94-megawatt battery-storage system designed to support the Finnish electricity grid, particularly during periods of cold weather and weak wind generation.
The combination of nuclear generation, wind power and battery storage is intended to support Google’s infrastructure expansion while adding capacity and flexibility to Finland’s electricity system.
Investment to Support Jobs and Finnish Economy
Google said the construction phase in 2027 and 2028 could support more than 37,000 jobs nationwide and contribute €3.6 billion annually to Finland’s gross domestic product during that period. Once the facilities are fully operational, they are expected to support thousands of permanent jobs.
The company is also committing €31 million over four years to communities in Hamina, Kajaani, Muhos and Vaala, including education and workforce-development programs.
Google said the programs will provide AI upskilling opportunities for more than 4,400 workers and training opportunities for 100 Finnish students preparing for careers related to data-center operations.
The Finland announcement follows a broader push by Google to secure long-term electricity supplies as investment in AI infrastructure accelerates globally. The combination of the €13 billion infrastructure commitment and the Loviisa nuclear agreement makes Finland one of the company’s most significant European locations for expanding AI computing capacity.
